Abstract

Similar to other public utilities, public urban and suburban passenger transport can not function on a commercial basis. This position of the public transport, on the one hand, and the need to carry out the liberalization of the market as soon as possible, inspired the development of various models of organization and market management. The aim is to impose an operator the "public servise obligation", and to determine a certain amount of compensation.
