Abstract

Part I of the paper reviews the theoretical foun­dations of globalization and information and communi­cation technologies. These concepts, development patterns and consequences are discussed in detail, including other issues relevant understanding the topic and scope of the paper. This section also highlights the importance of e - business and e – government. The concept and significance of local self- governance are also further discussed. E-government practices in the Republic of Serbia, Bosnia and Herzegovina, including the Federation of Bosnia and Herzegovina and Republic of Srpska, and Montenegro are explored. Part II discusses the methodology based on pub­lic administration criteria and guidelines, which was used to evaluate the web sites of local governments, specifically the web sites of the cities of Belgrade, Sarajevo, Banja Luka and Podgorica. Part II is followed by an overview and discussion of the findings. This paper ends with a summary of key conclusions.
