The goal of this work is to analyze and present the necessary work procedures in enabling the smooth exploitation of all functionalities of the geoportal in a closed network, without internet access, on the example of the geoportal of the Military Geographical Institute (MGI). The emphasis is on the development of geoportals through a three-layer architecture: data layer, service layer and user layer.
