Abstract

Every organization, except infrastructure and material resources, make people. Sarić points out that the working organization has three elements, that is: collective or people who are engaged in specific tasks, resources, as a set of material resources that participate in the material process and an organization that joins the previous two elements. The importance of human resources for organizational achievement is enormous. There is general agreement that human resources can be the source of both comparative and competitive advantages of the organization; that the operation of human resources most directly determines what kind of human capital is available to an organization; that the complex nature of the human resource management system, and, as well as their mode of operation, can enhance the originality and uniqueness of a company. From the point of view of human resources, the success of the organization depends primarily on the knowledge and skills of the employees, followed by the motivation for further training. Bovee with associates says: “If employees have the necessary skills, if they are supported by the organizational environment and if they are adequately motivated, then there are best chances to achieve their goals. If one of these factors is missing or weak, then it will suffer organizational performance”
