The aim of this study is to explore the critical success factors (CSFs) for stakeholder management in Chinese construction projects in Serbia, focusing on the entire Belgrade-Budapest High-Speed Railway Project, with the Vrbas section serving as a case study. The study sets four main objectives: (1) to identify the most significant CSFs for stakeholder management across the entire railway project, (2) to understand how these CSFs influence project success, (3) to investigate the role of cultural factors in stakeholder management in this international context, and (4) to provide recommendations for improving stakeholder management practices in future Belt and Road Initiative projects.
